Original Toronto Star caption: Union member Whitey Chmielewski argued that the strike of Toronto garbagemen should continue as members of Local 43; Canadian Union of Public Employees met to ratify a 15 per cent wage settlement. His belligerant stand was echoed by William Overkott; the local's president; who said the workers could have gained a 20 per cent raise by staying out a few more days. They are among a growing number of unionists committed to the belief that militancy pays.
