Original Toronto Star caption: Japanese cities are highly vulnerable to fire because of their flimsy structure. Even in peace; large numbers of fire watchers were needed throughout cities and towns. War has heightened the Jap dread of fire to a state bordering on mass hysteria. The wild frenzy of Japanese broadcasters following the raid on Tokyo by Doolittle attests to this fact. The entire A.R.P. organization was thrown into confusion by the U.S. attack. Indeed; it is argued by many experts that one good raid of fire bombs would cripple Japan's war effort and speed peace.
