Original Toronto Star caption: Steve and Claudine Goller of Scarborough adopted Rudy; 13; and Grace; 11; three years ago. The children are an Indian brother and sister. More and more Ontario families are now adopting children labelled as handicapped meaning they are older; of mixed racial background; physically retarded or in other ways limited in their adoption prospects. Adoption and child welfare agencies have developed innovative programs to encourage adoption; including adoption parties where children mingle with pre-screened prospective parents.
