Original Toronto Star caption: Preserver and builder: Eric Arthur campaigned tirelessly to preserve the best of Toronto's past as well as to build for the future. He's shown here in 1968 in front of the City Hall, whose revolutionary design he helped to choose. He also had to battle over the selection of the building's furniture and art works, including Henry Moore's The Archer.
