Valley-Halla, 23-room mansion built by Dr. Robert Jackson of Roman Meal wealth, likely will remain closed to public even after the 260-acre estate is opened as rudimentary park this summer. Metro Parks Commissioner Tom Thompson plans picnic tables and parking space but no drinking water playgrounds.
