Spencer Clark says he may turn it over to the Ontario government for public use, so that the land is never cut up by commercial developers. The land, the buildings and the sculptures and art work on display are estimated to be worth about $7,00,000. ''We want to permanently preserve it as it is,'' Clark said yesterday, ''and the only way to do that seems to be to make it a public trust.''
