Original Toronto Star caption: Changing times. It's four months - give or take a day or two - to the vernal equinox and; with any luck; Tony Partington's restoration will go like clockwork. He's shown repairing one of four 7-foot-diameter clockfaces atop the Queen-s Quay Terminal. It's due to reopen this spring - after renovation and additions - as a retail; commercial and residential showplace overlooking Toronto Harbor. The top four floors are to be luxury condominiums; the main floor a glittering mall; with offices on the floors separating tenants from shoppers.
