Old city hall clock tower seems to be surrounded by a maze of building cranes in this photo taken at the intersection of York and Richmond Streets. Cranes are being used at the construction site of 43-storey; 1;400-room Four Seasons Hotel which is now just rising above street level opposite new City Hall. To right is new Thomson building. Work on the hotel and shopping complex was delayed by strike.
