Original Toronto Star caption: These pictures; taken in Mauritania by Star photographer Boris Spremo; are vivid testimony to the plight of millions in the Third World. In a tragic irony; relief supplies from the west have frequently undermined the ablity of these countries to produce their own food. Now. many food-aid agencies have reached an agonizing decision: Abandon the cases of hopeless starvation and concentrate on helping thos areas that have a reasonable chance of helping themselves.
