Original Toronto Star caption: Judd Buchanan, minister of public works, is proud as punch of his new $24 million federal office building at 4900 Yonge St., partially because of its energy-saving design. However, employees who will have to work in the new building feel some critical concessions have been made to the trend-setting energy conservation concept - there isn't enough light in the washrooms by which to read. Buchanan has suggested new habits must be formed. Building can house 3,200 workers.
