Only seven brave souls, umbrellas held fast against the driving rain, turned out to hear Metro Chairman Albert Campbell offer soggy welcome to Toronto visitors today. But miserable weather was least of problems surrounding Welcome-A-Visitor-Week at City Hall. The mike went dead and Campbell had to stand coatless in deluge to yell praises of city's friendliness. Eventually, taking cue from elements, Campbell said at least this weather makes gardens more beautiful.
