Original Toronto Star caption: His streetcar is stalled in red tape complains owner Wesley D'Angelo as he leans against the vehicle which he wants to turn into a building (under City Hall's definition, whatever that may be) so that he can station it on a parking lot and run a boutique. But, you can't have a store in a vehicle, officials say. But they won't say how he can convert it into a building.

Davis' Toronto firm, which specializes in children's sleepwear, employs 200. About 200,000 are employed in the industry nationally.
