Original Toronto Star caption: Looking over Star report on Robarts findings; 82-year-old Fred Gardiner; Metro Toronto's first chairman; paid tribute to the former Ontario premier for a very careful and conscientious job. But he is absolutely opposed to Robarts proposal that Metro Council take over running of Toronto Transit Commission; and that it run the 6;500-member police force without a police commission. He felt Metro fire departments should be amalgamated.
