WONG Wai Ching was born in China in the Toisan county of Guangdong province on August 29, 1907. He graduated with a Bachelor's degree in Political Science from Sun Yat-Sen University in 1933. Wong pursued graduate studies the following year at New York University, earning his Master’s degree in 1936. He was further accepted as a PhD student at the University of Toronto, and admitted into Canada through Niagara Falls in 1937. Wong was one of very few Chinese people permitted entry to the United States and Canada in the 1930s. Both countries had Chinese Exclusion Acts in force that severely restricted Chinese entry; Wong had exemption as a student, along with diplomats, clergy, teachers, merchants and travelers.
