Original Toronto Star caption: Catherine Cussen talks with Mayor Edward Horton outside Etobicoke municipal offices when she met him to learn about Canadian municipal affairs. Catherine's father was recently elected mayor of Luton in England. Before going home for the mayor-making ceremony: Catherine wanted to learn as much as possible about how a municipality is run here so she could tell her father about it. Catherine: a 22-year-old nurse: came to Canada a year ago.
