Original Toronto Star caption: Candy bars are dinner when Alderman Anne Johnston works at night in her cubbyhole office in City Hall, as she frequently does. Many of the 92 members of the six councils in Metro say they have too little help to do their jobs, causing them to work late into the night and to approach civic business with what they consider inadequate research. Two years of reform consciousness have led to a considerable increase in the workload of aldermen-but not in their staffs.
