Only three men were present at the momentous conference in which Canada and the U.S. agreed on a joint board to study broad problems of American defence. They were President Roosevelt, Prime Minister King and Henry L. Stimson, U.S. secretary for war. The three are shown as they left Mr. Roosevelt's train to inspect manoeuvres of the U.S. first army near Ogdensburg.
