William R. Lilliott, chairman of U.S.-owned Merrill Lynch, Royal Securities Ltd. of Toronto, is scheduled to become the new chairman of the Toronto Stock Exchange (TSE) board of governors. The Georgia-born former U.S. submarine officer was the first representative of a foreign-owned brokerage firm to be elected to the exchange board. He's optimistic that markets will begin to rise.

Antique scales are simply office decoration for lawyer James DaCosta, but they are likely to be regarded as very real sales of justice by his visitors. DaCosta, 46, becomes top enforcement officer for the Ontario Securities Commission in September - the man in charge of keeping Bay Streeters in line. He's been a specialist in mining and securities law for many years.
