Original Toronto Star caption: The three deputy chiefs above are waiting in the wings as possible replacements for Jack Marks. Bill McCormack, the silver haired, silver - tongued deputy who was raised in Mauritius under British colonial rule, believes the force should be accountable to the public. Peter Scott, an unfiappable Brit who was in charge of implementing the Hickling Johnston Recommendations for modernizing the force, calls himself a veteran of change. Bill Kerr, the only Canadian-born deputy, comes from the elite criminal investigation bureau. He considers himself a low-key cop like Jack Marks and is popular with the rank and file.
