Brock St. in downtown Uxbridge will have a completely different look in 1978 if president Harold Black and the other 35 members of the Development Association have their way. They want $32,000 grant from the federal Local Initiatives Program to pay for much of the week and to complete a master plan. In the meantime, they expect to start the rejuvenation in the next few months with such projects as setting out trees in concrete pots and taking down ugly signs.
