Running a railroad, even if it's government-owned, means behaving like a business. Jean Cormier, vice-president of public relations for Canadian National, says many people don't understand that. Cormier said that because of its government association, many people view the railway as inefficient, bureaucratic, wasteful. CN is out to change that, although it has many problems because it still is an Ottawa-operated and deficit-plagued entity.
