Davis Textiles is one of the beneficiaries of Canadian quotas on textile imports but he complains of gross abuse of quota limits by customs officials to ensure that annual limits are not exceeded. Davis' Toronto firm, which specializes in children's sleepwear, employs 200. About 200,000 are employed in the industry nationally.
