Puppy love isn't saddling Metro with as many unwanted pets as it used to, says George Banton, chief animal control officer for the Borough of York. Above, he displays one of the York animal shelter's inmates, a young part-German Shepherd. The animal shelter now has empty cages and Banton gives the credit to the borough's low-cost spay-neuter program, begun two years ago.
