Petition of Joseph Cauchon of the city of Quebec, Esquire, member representing the county of Montmorency in the present Parliament, complaining that Louis Célestin Lefrançois, Esquire, the returning officer at the late election for the said county, acted with partiality and illegally, and praying that he may be summoned to the Bar of the House to answer for his conduct in that behalf.
