Original Toronto Star caption: At Toronto Island Airport, chief air traffic controller Doug Stewart mans the tower. He said it was nerve-wracking not to be able to use the normal communications procedure. The usual 800 to 900 daily take-offs and landings were down about a third yesterday as pilots used visual flight rules. Stewart said he would break into radio system if a sudden emergency arose. He finds the job frustrating.
