Original Toronto Star caption: The nine provincial premiers; seated around the centre table; and their chief cabinet aides; hear Prime Minister King open the historic conference with a plea for adoption of the Sirois report plan to cement national unity and magnify Canada's war effort. Premier Mitchell Hepburn; on Mr. King's right; immediately followed the prime minister with a blast against the report's recommentations which split the conference into two camps in its infancy. Premier Aberhart of Alberta and Premier D. T. Pattullo of British Columbia; lined up behind Mr. Hepburn.
