Centre Island home of J. W. Barnes is well surrounded by water and pet dog "Havoc" perches at end of dock put up so that family can get out. Residents threaten tax strike unless city builds a seawall to protect the shoreline. Tenders have been received on building it three feet higher but mayor's absence has caused delay.
