In response to the 1975 Green Paper on Immigration and Population, the Immigration Policy Action Committee (IMPAC) of the Vancouver Chinese Community and the Immigration Policy Study Committee (IMPSC) in Toronto co-convened the first Chinese Canadian National Conference on Immigration and Citizenship, held in Vancouver in August 1975. The conference led to the founding of the Council of Chinese Canadians in Ontario (CCCO) 安省加拿大華人聯會 in 1977.
