Original Toronto Star caption: Huddling in phone booths; pedestrians take refuge today from blizzard that swept in from Illinois; paralyzing highways; Metro roads and streets. This was the scene at Front and Bay Sts. Gale-force winds were so severe some people were blown back to sidewalks when they tried to cross ice-glazed streets. More than 200 vehicles were involved in a series of accidents on Higway 400 in the northern section of Metro this morning. Highway 401 was in chaos.
