Construction underway

Original Toronto Star caption: Construciton underway: Operator Bernard Boyle begins the initial stage of Toronto's $85 million waterfront building complex by putting his dredge to work in the shipping slip at the foot of Bay St. this morning. Although the slip is destined to be filled in; it first must be dredged to get rid of about six feet of slime built up on its bottom over the years. Once this operation is completed; a fill of bicks and stones from razed buildings will be put in.
