Original Toronto Star caption: Britnell. Many of us were told quite bluntly that we weren't spending enough money, had to upgrade our services, build more roads, water towers and the like. This all meant borrowing at lot of money for a lot of projects some of us felt we could do without, on the assumption we would go on expanding for an expected great growth in population. Regional government has in the past made decisions based on overly optimistic predictions of growth and gone into debt on that basis, only to be caught when those predictions did not materialize.
