Original Toronto Star caption: The curving towers of Toronto's new city hall seem about to envelop the clock tower of the old building in this unusual view from the 17th floor of the Imperial Life building at Adelaide and Victoria Sts. The 28-storey east tower will rise about 20 feet higher than clock tower. West tower is 22 storeys.
