Original Toronto Star caption: 'Big Daddy' Fred Gardiner says Metro must expand. Metropolitan Toronto would strangle if its present boundaries were frozen. Its future demands that it expand to the north and the east. So declares Frederick Gardiner (right) the former Metro chairman; in an article writtn expressly for The Star. 'Big Daddy' Gardiner envisons a Metro considerably more than twice as big in area as the present one.
