Original Toronto Star caption: After Opening the $14 million Scarborough Civic Centre today the Queen stands by a model of it with Mayor Paul Cosgrove. Crowd of about 15;000 cheered when the Queen pushed a button that started a sparkling waterfall. At the same time; 3;000 helium-filled red; pink and blue ballons were released and floated skyward. Yesterday the queen was in southern Ontario; stories and pictures; pages 16-17.
