Original Toronto Star caption: A garbage truck rolls through Maple, on the edge of Metro, on its way to a dump which, an opponent declares, will ''be the biggest damn garbage dump in all Canada - 50 million tons of it.'' Metro is becoming more desperate for dumping space; by the end of this year, some way must be found to bury or burn 435,000 tons of garbage beyond what facilities handle.
