The stock market has been anything but kind to investors in th past year. Two Metro men, Peter Cossete, left, and Stuart Shoemaker, right, might be described as typical individual investors. Shoemaker is disillusioned by recent drop in stock prices, while Cossette still sees the market a comeback in the next year or so, Cossette calls market an irrational creature.'

W. H. Thornburn, chairman of the Toronto Stock Exchange board of governors, sees a small revival of confidence by Canadian investors, but much less than I had expected by this time. He forecasts continued sluggishness in trading until corporate earnings improve. Thornburn thinks there could be new speculation in oil and gas stocks when results of winter drilling become available. Cost-cutting and other controls have prepared brokers for any new storms, he says.

Payment to investors would be guaranteed under scheme, similar to one in U.S.
