W. H. Thornburn, chairman of the Toronto Stock Exchange board of governors, sees a small revival of confidence by Canadian investors, but much less than I had expected by this time. He forecasts continued sluggishness in trading until corporate earnings improve. Thornburn thinks there could be new speculation in oil and gas stocks when results of winter drilling become available. Cost-cutting and other controls have prepared brokers for any new storms, he says.

Following the market: When the market is at a low - as it is these days - that could be a good timie for a novice to get into the action, advises Dave Conway, a broker with Davidson Partners Ltd. in Toronto. One of great Canadian Oil Sands Ltd.'s longterm shareholders, Howard Bertram holds bronze alloy medallion given him and other shareholders as token of thanks by tar sands development firm. The company had a difficult first decade operating its tar sands plant and investors also have taken their lumps. No dividends have been paid on common stock and shareholders watched stock hit alltime high of $17, then fell to current price of $5.

Payment to investors would be guaranteed under scheme, similar to one in U.S.
