Original Toronto Star caption: Key question of the conference of provincial premiers on the Confederation of Tomorrow was posed yesterday by Newfoundland's flamboyant Premier Joey Smallwood as he waved his finger dramatically down the conference table at Quebec's Daniel Johnson (far right). The Quebec premier had delivered his message about Quebec's need for constitutional change in an almost apologetic manner; but even so it bristled with implied threats to Canada's survival.
